Stream packet

2  cmd id // set by server
1  streams count // max 256

 4  address
 1  parameter type
 [wl] values count; if this > 1 then pt < 0 and this byte presents in the packet
 v* value; see details into parameter type

 4 period NB. 
     positive value - send periodically every V seconds, 
     0 - do not send, 
     -1 - send occasionally, 
     -2 - send immediately
