     positive value - send periodically every V*10ms, 
     0 - do not send, 
     -1 - send occasionally, 
     -2 - send immediately 

A response to this command should be send

1. answer to GET
2. Report message inform about results of command (Stream is ON/OFF)
3. ... Stream packets
